It says subject to managements decision so I guess it's perfectly possible they will be back in SCCL next year . They may look to north staffs league tho I suppose

Considering they started the Season with 2 teams I doubt they will be in the SCCL in 2019?

I see a team in the SCCL played with SIX today!!!!!! Shocked
They have previously conceded 4 games, so trying to save themselves from exclusion.

 23.4 Any club that resigns or withdraws any team(s) from the League after 30th
September (see Rule 24.3) is liable to be charged the full subscription for the
coming season, plus any expenses incurred by the League on its behalf. The
clubís highest-ranked team will have 50 points deducted from its record.
Subject to the Managementís decision, no further applications from that club
to enter teams into the League will be considered for up to three years, and the
same applies to any club or team expelled from the League (see Rule 5.2.3).

A certain 2nd team has now conceded 3 games. The club's 1st team has also conceded one but on that day the 2s played, not allowed, the 2s should have conceded, and the club should have fulfilled first team fixture. So, if the 2s concede another game this season will they be expelled from the League next season? Huh? 
Overall, my view anyway is that there should be an amnesty for any team that concedes 5 with a fresh start in the new League structure in 2019, and the rule should be removed. Wink
